A 1972 agreement between Canada and the United States reduced the amount of phosphates that municipalities had been allowed to dump into the Great Lakes.


(A) reduced the amount of phosphates that municipalities had been allowed to dump


(B) reduced the phosphate amount that municipalities had been dumping


(C) reduces the phosphate amount municipalities have been allowed to dump


(D) reduced the amount of phosphates that municipalities are allowed to dump


(E) reduces the amount of phosphates allowed for dumping by municipalities

    B and C can be eliminated because of the usage 'phosphate amount' which doesn't sound good, 'amount of phosphate' sounds better. D and E changes the tense from past to present, Hence A.

    Oops! I change my answer, It should be D, because the option says that the agreement reduced the amount of phosphates that muncipality are allowed to dump and it is relevant today also and not only then. Hence D.

    "phosphate amount" is not correct idiom so B and C are out, it should be "amount of phosphates", The Agreement is still in force so "are allowed to dump" is proper usage, hence D, the agreement took place in past "reduces the amount" indicates present also "allowed for" is wrong idiom, E is out. A is grammatically correct but “had been” indicates the agreement is not valid today.

    Completely agree with the explanation given by tejas(keep going)..
    B & C can be ruled out as 'phosphate amount' doesn't suit the sentence. E is also grammatically incorrect. D goes with the content as municipalities are still allowed to dump (though in reduced amount)
